Kelsey Cares for Kansans

Story

Kelsey Stock, native to Olathe, KS, is a first-generation college graduate, earning her Bachelor's of Education in Community Health from the University of Kansas in 2014. After several years working in the home caring for her young children, she returned to work outside of the home in child protective services. Kelsey then pursued her Master's in Social Work from the University of Kansas, which is where she fell in love with policy and the legislative process. After earning her MSW in May 2025, she is currently pursuing her PhD in Population Health at the University of Kansas School of Medicine. Kelsey's research focuses on healthcare accessibility for people who are deaf.

Experience

Kelsey has several years of experience working in and around the state legislature. Since 2022, she has ensured communication access for all deaf and hard of hearing Kansans in her role with the Kansas Commission for the Deaf and Hard of hearing. Prior to employment with KCDHH, she served on the commission as a parent representative from 2018-2022.

Vision

Paired with her education, experience in advocating both as a mother and on behalf of some of Kansas' most vulnerable and underserved populations, Kelsey is prepared and eager to bring her solutions-focused perspective to the state legislature on behalf of her constituents of House District 121. In her time in Topeka, Kelsey quickly identified a large gap between the policy-makers and the folks who those very policies impact the most. Kelsey aims to bring transparency to the legislature and will sponsor bills by the people for the people. Our state policy must consider what is best for all Kansans.

Family

Kelsey and her husband Jason have been married for 13 years and have five children, ranging in ages from elementary school to young adulthood. Many of Kelsey's perspectives are shaped by her lived experiences which include co-owning a small business with her husband, establishing a non-profit, and being a mother of five children; two of whom are deaf, and two teen siblings adopted from foster care- all here in Kansas.

Caring for Kansas Children

Education & Special Education

Kelsey is a part of a minority group; women running for state legislature who have children under the age of 18. Given a large portion of my district includes women and mothers with children in Olathe Public Schools, I care deeply about these issues that impact our community. Fully funding our public schools and special education services is one of Kelsey's highest priorities.

Kelsey wants to hear from YOU, House District 121

Together, we can make a better Kansas. Here are a few areas of Kelsey's legislative priority;

Legislative Priorities

equitable healthcare

Healthcare Access

Healthcare is a cornerstone that our nation was built on, something once revered as philanthropic and a human right, has evolved into a power struggle of greed between insurance companies, lobbyists and legislators which Kelsey pledges to stand up to. Kelsey has traveled the state far and wide and recognizes the diverse healthcare needs of our state, from rural Garden City to her House District in Olathe. Kelsey will challenge the legislature to better work together to improve our systems to ensure healthcare is accessible and helpful to all who need it.

Cost of living

Affordability

As a Kansas native, I believe that people and families who desire to work, live and raise their families in Kansas, should be able to afford to do so. With the mind of a researcher paired with experience in community leadership, Kelsey is hopeful to coalesce party lines and help to develop solutions that make Kansas more affordable for all.
